Tobie Whitman is senior advisor, policy and research, at The Institute for Inclusive Security, where she advances the Institute’s research program. She also supports strategic planning and facilitates communications and advocacy campaigns.

Prior to her current role, Dr. Whitman worked as a Senior Conflict Specialist with the Office of Military Affairs at USAID, and has worked on projects with development and security organizations including the North Atlantic Treaty Organization, Women for Women International, Pact, the Carter Center and the World Bank Institute. She previously served as a Policy Analyst with The Institute for Inclusive Security focused on expanding its training program and supporting coalitions of women in Uganda and Liberia.
 
She holds a PhD in International Relations from Cambridge University and a BA in Social Studies from Harvard University.
