As of late May 2010, The Institute for Inclusive Security is developing dual rosters of Israeli and Palestinian women with expertise in negotiations, as well as the core and technical issues that will need to be resolved to create sustainable peace.
Although women’s representation in formal efforts to promote peace and security has been mandated through both the Israeli Knesset and a presidential decree from president of the Palestinian National Authority Mahmoud Abbas, Israeli and Palestinian women are not a significant share of those serving on negotiating teams and committees working to resolve the Israeli-Palestinian conflict. As pessimism and political obstacles to peace have grown in magnitude, so has the need for new voices in shaping foreign policy. The rosters are intended to point decisionmakers to qualified women experts who can provide those new voices.
In coordination with our partners and Network members in the region, Inclusive Security will use the two rosters to conduct advocacy with policymakers in the region, as well as with policymakers from the US and international community.
The women experts listed on each roster have expertise in key issues areas:
- the status of Jerusalem
- refugees
- security
- water
- settlements
- environment
- economy
- civil society relations
- legal issues
- prisoners, and
- negotiations.
Israeli Roster
The Israeli roster will be translated into Hebrew for wide dissemination and, following its translation, will serve as an advocacy tool to increase women's participation in the Israeli-Palestinian peace process.

Palestinian Roster
Developed with the support of the Open Society Institute, the Palestinian roster will be produced in both Arabic and English for wide dissemination and, following its translation, will serve as an advocacy tool to encourage and increase women's role in the Israeli-Palestinian peace process. In coordination with OSI and local partner MIFTAH and Network members in the region, Inclusive Security will use the roster to conduct advocacy with policymakers in the region, as well as with policymakers from the US and international community.
