Betty Amongi is Uganda’s delegate to the African Caribbean and Pacific-European Union Joint Parliamentary Assembly (ACP-EU-JPA).Uganda has bounced back after decades of civil war, economic instability, and human rights abuses.
In the 1970s and 1980s, the country was notorious for its human rights abuses under the leadership of Idi Amin and then Milton Obote. It is estimated that nearly half a million people were killed in state-sponsored attacks during those two decades.
However, Yoweri Museveni came to power as president of Uganda in 1986, bringing with him a wave of change. In his 22 years as head of this African nation, Museveni has fought police and military corruption and has reduced the number of human rights abuses. Museveni has also tried to broker negotiations with the Lord’s Resistance Army or LRA. The LRA has killed or kidnapped tens of thousands of people in the north of Uganda and displaced 1.6 million over the past 20 years. The LRA and the Government of Uganda began peace talks in 2006.

Inclusive Security’s Work in Uganda
Building on the Government of Uganda and the LRA’s negotiations, The Initiative for Inclusive Security was urged by Ugandan members of its Women Waging Peace Network to host a training in Nairobi, Kenya, in December 2007. The goal of the consultation was to increase women’s representation and effectiveness in the peace talks.
